Cant create a town

So I tried creating a town yesterday I did the command right and I just wanted to post this so that a staff member could maybe go check it out and see whats up with it!
What message comes up?
It says I don’t have the permissions to use that command.
You’re rank L. You have to be rank Free to create towns etc.

Yeah I was free when I tried
When you execute the town creating command you must be within an unclaimed plot (in the freedom world – /warp freedom) in order to be able to create a town (that plot where you’re standing at will be claimed as your town’s first plot)
