Please supply proof to justify this claim. To take a screenshot, all you need is F2 or Fn + F2 (on a Mac). We cannot do anything about this until there’s enough proof. The least we could do is keep our eye on this player. Also, this is a Towny server, not a faction server like you seem to make out.
I agree with some people here. For me it looks impossible to make out any profane words. A normal minecraft screenshot should be high quality.

Towny as a whole has gone into safe mode Black_Assasin. There’s just a an issue within the files of Towny which goes into Safe mode to prevent griefing. All we need is some troubleshooting. There may or may not be a rollback.

That would be better than Diamond as it doesn’t offer /vanish and /speed 5, the latter of which can be abused. Also, they are the same price, proving to be a difference in value for money.
