I am currently and assistant in a town on the server and we have a decent sized town. We currently dont have designated plots in our town  and are wanting to start haveing plots. The problem is, is that all the current plots are unclaimed and we only want the new commers to the town to be able to build and change things on/in there plot. we dont want then to be able to rest of stuff in the town like doors and chests. we only want them to be able to do that on there plot that is assigned to them . anyone know hot to accomplish this? We want mayor and assisitants to be able to build on unclaimed land but not residents of the town.

You can’t, you just have to claim the plot and then unclaim the plot.
