Maybe set it according it to how big the town is. Like if its a hamlet its a smaller amount compared to a super big town?

So now they will think twice before doing mini towns

If you don’t have enough money for a town, you shouldn’t create one. Also, I don’t think this is pretty expensive. 120k$ would last you for a month..
