Account breaches and being hacked actually does happen quite often, due to the majority of weak passwords on the server. Furthermore, if an unreliable assistant is promoted, he can destroy the town with one command and until the next upkeep collection, and send the money another place. Town withdrawing most likely won’t be available in the future.

I’m not sure about Towny, but I would imagine there is a way. I did need the withdrawing to function on this server.
