No flying with armor near and in PvP zone. But you can still fly without armor on in it. However, in wild, towns, etc., fly PvPing is not allowed, even without armor.

There is evidence that someone is pvp flying but we cant see the nane tag, well atleast I can’t, but probly its reaperr_ because why would blaze want to do this report anyways? Mods will hace to investigate a little. Hope this helped.
