Because there aren’t many rules in the PvP arena.  Also you can bring your own stuff to the Arena. So using a Ender Pearl won’t be cheating

In fact, he was bragging earlier about how he has 10 god swords from people he has killed. This is unfair to everyone else. Something has to be done to jolly for not following the rules.
