End Portals can be created in the overworld, possibly the Nether, and not in the End.

If this still does not work, replicate the picture of the frame above, and install this mod here.

You will be able to open the GUI with the ‘o’ open if it is already not open, and select and place the End Portal Block (ID: 119) in the places where the portal is unlit.
