Spawn, Towns(you’re not in), Event halls.
I suggest doing /wild that should teleport you to the wilderness.
Or if you are just lagging, relog.

Find an open space in the wild (which is the world with towns in it) and you can break and build there. You can also, as Waveware said, do /wild and it takes you to a separate mining world that is used to just gather resources. This world everyone is allowed to break wherever, and they can’t claim areas that make it impossible to build/break items on.

If none of these solutions work, then I suggest relogging.

If possible, what is the error message you get in chat if you try to break a block or open a chest? Or is there any in the first place?

It says something like this “You are not permited to destroy in this area”
I think it is something to do with towny becouse this msg is sent by towny
