FAQ: Why did other servers like the hive and hypixel’s server has 1.6 and 1.7.
Ans:Those servers has their own plugins and that means that those plugins are made from the server team themselves.
FAQ:Why is the bukkit team taking so long to update?
Ans: For 1.7 many things changed. As you know, the bukkit team are humans as well, all you need is to wait patiently and just prepare for the update. If they hurry through the update, There may be many flaws and glitches and lag may occur.
