No, but Witch sometimes spawn at pvp hill.
Witch huts and witches wont appear in swamp biomes since these are very old swamp biomes made before witches were added. If the world border is extended then there’s a chance you’ll find witch huts/temples/pyramids/etc in the newly generated biomes.

Or maybe yes if born uses a new seed, but i don’t think he will since that will make massive chunk errors around every town.

As for the nether, I’m pretty sure the nether and wild has been and will be wiped after every major update (1.4, 1.5, etc.).
